Kestra Troi-Riker

It's kinda hard to base a show outside of Starfleet when Starfleet operates in space.

There are plenty of civilians in space -- as PIC itself proves with La Sirena. Also, you could go crazy and have a planet-based ST show. ;)
 
IIRC, Devinoni Ral from "The Price" was also 1/4 Betazoid, and he did have some measure of empathic ability (which he exploited during negotiations). So yeah, it's entirely possible Kestra has this as well.

But Ral also said that he was the only one of five children that developed a measure of ESP abilities. So the chance of 1/4 Betazoids to have empathic abilities seems to be considerably lower than with half-Betazoids.

Not exclusively. Starfleet has extensive ground-based facilities as well as the fleet of starships.

Perhaps.

If Kestra does develop such abilities, though, I can see her becoming a doctor or some other kind of medical professional. Surely empathic abilities like that would be a big help in that area (re: Ilia healing Chekov in TMP).

Or perhaps, like Ral, she might become a negotiator or ambassador. Although surely she wouldn't actively exploit her abilities like Ral did.

Edit: Just thought of something else. Remember Sabin Genestra from "The Drumhead"? Kestra might go into the legal field. She could be very useful in court, to see if a suspect is hiding something. Like Genestra did in that episode. (Although I'm sure Kestra wouldn't be as aggressive as Genestra was.)

lying? I’m sure she has been deluding herself long enough to actually believe she has “powers”.

I'm sure you an entertained by this little aside, but it's established in the show that telepathic/empathic ability CAN be measured (unlike real-world claims of ESP) and thus Troi would be caught in such a lie in very short order.
 
In any case, I was only joking: it is obvious from a few occurrences such as in Farpoint and Nemesis that she has at least a certain level of ESP abilities. Still, she’s very often worse than useless in so many occasions, often with no clear reason.
