It's been ten hours since your post, and this has not appeared on any of the newssites I frequent, not even some I only visit every few weeks. And nothing on Seth MacFarlane's Twitter.
I understand they had a few days of reshoots right before wrapping production. That would be enough time to film additional scenes for a resolute ending to the season.
I think there will be a fourth season, but after a few years of rest.

If it lessens the blow, Supernatural isn’t coming back to finish filming its final season either. They will however make an announcement in due course. A TV movie seems logical. The Orville could perhaps do the same, though I do think they would have used the additional photography to wrap the season up.
The PA at Pixomondo they have cluelessly sending me asset scans, because they let go of the previous duo that did the scan work (a lot better). I design and produce the HeroClix line at Wizkids/NECA, including for Season 3.

My understanding is that there are a lot of options under consideration for various shows. Some of those options involve the episodes being filmed at a later date but not technically being considered part of the current season for production purposes. It wouldn't surprise me if someone on production heard that one show or another was technically putting a wrap on the season, but that doesn't mean those remaining episodes won't be filmed at some point.
According to Entertainment Weekly, Stabler will be leading an organized crime unit in the NYPD. They point out that in SVU's storyline, Stabler has retired from the job, so I'm curious about the how/why of his return.

My recollection was that stabler was becoming a bit of a thug (but then I lost interest in SVU a decade ago).
Now if they wanted to bring the original or Criminal Intent with Goren & Eames then yes please.

Now that I would love. They've remained my favorite team after all of these years, even more than Briscoe and Logan.
Meloni left at the end of Season 12. SVU is now in Season 21.
Henry Danger (Nickelodeon superhero sitcom about a boy teen sidekick) has one episode left, but the sequel spinoff, has already started, where they spoiled the final 2 episodes of Henry Danger.

The writers said they had big plans for the SVU finale episodes of the season with returning people, but now they can't because of the virus. I think Stabler would have returned to kick start this spinoff, but now that won't happen.
