The guarding of the Tkon last outpost was name Portal. That same planet had continuous lighting storms and was able to cause any starships that it thought that a threat was hold in place and drain of power.To be honest, it's been a while since I wrote them!

Then again, people got sent to a penal colony for less. (Maquis anyone?)Even Khan got such an alternative option to conventional trial and imprisonment...and Jurati is no Khan. It seems like a very Star Trek way of resolving that situation.
Trek is like the bible in the sense that you will find precedent for (almost) anything... and also for the contrary.
