Elnor in particular is very young and Picard was massively irresponsible in exploiting someone who has arguably 200 years of Romulan life left in him. If Picard wanted a warrior, Worf would have welcomed an honorable death fighting evil Romulans. Picard wouldn't need to worry about Worf's danger like he would with others because Worf himself would welcome an honorable fight, and even an honorable death if that's what happened.Worst part was seeing Picard sat at the table with the crew having left two good men he got involved behind to die.
