I believe this is only stated in the separate extended cut version of the episode that was on Blu Rays, not in the one that originally aired.

You’d think they saw a Medusian with the way those Romulans acted. A bit disappointed they had the Rios backstory connected to the Synth thing. I was hoping that was something unrelated that could be explored in later seasons.
I'm thinking that the original folks who did all that are not around anymore and we are just going to see the multitude of Androids that have taken over. Even so, I wouldn't want to mess with them.
