I'm betting its for the pairs that require help like Humans/Romulans and Humans/Vulcans.

It is amusing to me that Humans the Klingons apparently have an easier time having kids than Humans and Vulcans.

IIRC its prenatal care they needed help with while humans and vulcans need help to conceive in the first place (at least according to ST09) along with prenatal care due to the difference in gestation periods.

But I don't know if its ever been consistent in the series.
