Who was that guy in like every episode?

The bridge officer who was in a bunch of them but never utttered a word. I think he did a video or something or took home movies. Did he do a documentary or book?
 
William Blackburn played a lot of parts. He was a background android in "I, Mudd" for instance, and the shiny prototype android in "Return to Tomorrow." And the end credits of a few episodes have that unforgettable still frame of him peeling latex android makeup off his face. I could never figure out where that image came from as a kid. And of course, it's not a scene from any episode.

It’s scene from a TOS blooper reel where a stage hand is helping Bill remove the latex while saying “You wanted show business, well G** D***** you got show business.”
 
Yeah, that shot in the closing credits doesn't show him peeling the latex, he's standing (maybe sitting) there with the rubber "skin" fully intact. But one doesn't get a clear shot because credits obstruct the view.
