used car question

three months ago, I bought a used car from a small used car establishment. The guy told me that he was a licenced notary and that he would process the paperwork and send it to the the DMV in Harrisburg (I'm in PA) and that I would get the actual title (I just have a pink slip that is temporary.. lasts 90 days) and then the car would be mine, I paid him the full amount for the car, including taxes and fees for the paperwork.

Question: it's been over 90 days.. no title. The DMV hasn't heard of me in connection with this car.

How do I proceed?
 
Not a lawyer, but... Do you have a copy of the document he notarized for you, as well as the bill of sale and any other paperwork involved in the transaction? Have you inquired with him about the status of getting the documents to the DMV?

To give them the benefit of the doubt, maybe it was human error and they ended up sending the paperwork late or the mail was misdirected or something. Worst case scenario, maybe they fraudulently sold you a vehicle they didn't actually have the title to, and you'll need to report them to the DMV or DOT (whatever the appropriate procedure is in yoru state) to get any traction on obtaining the title.

I have all the receipts etc. These guys are slime.. a slightly separate issue is that these guys sold me a vehicle that they were not allowed to sell me (not roadworthy) but that is to be expected from disingenuous car dealers,. I figured even these guys wouldn't outright not do that paperwork!
