They clearly meant she managed to get up from her chair and get the pip on her uniform collar and shake the admiral's hands in less then 10 seconds, much faster than Picard or Kirk rose from their own chairs and and took their ranks. Kirk's chair might have wobbled a bit, causing his slower reaction time.The claim is actually somewhat contradicted in TNG (S1). Tryla Scott is noted as having risen the fastest to the rank of Captain. While that doesn't mean she was the youngest (i.e. she could have started at the academy when she was older), it strongly implies it.

The reporter, during the interview with Picard, mentioned that the Romulans were the oldest enemies of the Federation. I thought the Klingon were the oldest enemy. I mean that during ENT run, Archer had several dangerous encounters with the Klingons before ever encountering the Romulans.
