The vibe from the trailers certainly makes it seem that Starfleet will be playing an antagonistic role here, whether or not they're portrayed as outright villains. And yeah, with all the corrupt flag officers in TNG-era Trek, you can't say that the foundation wasn't laid there.
I kinda hope they steer clear of Section 31, if only to avoid the shitshow that's sure to commence here....![]()

I agree with those who feel the Federation will be the big bad, eventually. I think it will tie into Discovery Season 3 with the Federation, or it's successor, also being the big bad.
I think it would be a huge mistake to imply with Picard that the fall of the Federation began in his time period. Maybe you want to hint at some danger of ossification within the structure, so the outcome is uncertain. But you don't want to make it seem like nothing Picard and his motley crew matter, which would assuredly be the case if it's established the beginning of the crapsack world of Discovery Season 3 is just around the horizon.
I mean - to use a historical analogy - there would be a big difference between setting up a drama covering the Roman world which happened Just after the death of Marcus Aurelius and one set after the final partition of the Empire. The first was going through a dark time, but would rally again to greatness. The second was pretty much totally boned.
