Who do you think will be the villains in the Picard series? I think the villains will be Romulan extremists who use Borg tech to rebuild the Empire. I think the Tal Shiar will be leading this operation, but I can see a megalomaniacal Romulan admiral who declares himself Praetor be in charge. I hope Sela is not involved, I do not like that character. Who do you think the villains will be?

The Bolians. Mot was a barber just like Garak was a gardener on Romulus.
The Romulans with the Federation being complicit.
That's who I think it will be as well. Maybe even the female Admiral we see in the trailer's if were putting a face to the corrupt Federation side of the conflict. I think their is a outside chance that the older Romulan guy on the crew will also be in on it. I think we will also have one bad android in the mix as well and we might get some Terminator style action from it.

700 years is enough for the federation to fall, a new empire to arrive, for that to fall, the federation return, and once more fall.
Compare the difference from 2051 to 2151, and 2275 to 2375. Massive changes in just 100 years. For want of a single a ship the federation would be destroyed in the 24th century from without - in just 30 years. Wouldn’t have taken much for the AQ to be changed in just 3 years had the dominion war gone the other way.
Why villains? The only villains needed are bugs if Picard doesn't have enough bug repellant.

Riker comes by and tries to hook up with Seven, Deanna is pissed, drinks Picard's best wine in anger and there's a rush to prepare new bottles for the annual wine contest. Data comes to help with his superfast hands. Worf drops byt and they create a new superior bloodwine with grapes from Earth. Worf is near dishonor after creating wine from weird grapes but Kurn's memory returns and he saves the day. Beverly is pissed at Wesley for leaving on a trip with that weird Traveler guy. Geordi has his first succesfull date ever on Picard 's wineyard. But who is the mystery lady?

The antagonist need not be a villain.
You can have man vs self, man vs nature, or man vs society-type conflicts, for example.
The villan will be time (the fire in which we burn). As Picard approaches 100 maybe he's more concerned with what he's leaving behind, rather than how he's lived, and needs to regain his optimism from 25 years earlier.
What if the Federation is the villain. I am not even talking about this idea of them being in cahoots with the Romulans. They somehow used tech to create that space anomaly that wiped out the Romulus and now want Android slaves and want's Hugh and the new girl to destroy all the Borg.

Except in the trailers we see Black Ops agents chasing the girl Picard is trying to save and we see a Borg cube turned into a Romulan prison camp. It seems pretty likely this series will have a villain.

Still this would better than say... about 5 or 6 movies we actually got.
