Going back to kylo. He is likely stronger dealing with non force sensitives as he has more confidence knowing he has power over them. That confidence is why he can pull Off the blaster bolt trick. Its also why he bullies his underlings as he knows they are the only people he truly has power over. When it comes to other force users I think he falls apart, his insecurities and self doubt overpower him, limiting his abilities in the force. I hope IX continues showing him as the pathetic creature that he is. It good to see a villain that's such a insecure pathetic incel as they are the true villains in real life.
Sorry it might of come off as abrasive. What I mean is that some one in starwars has gotta be a bad guy and hated. It kinda comes with the franchise.
