As a matter of fact, Seven doesn't exactly have a close relationship with Naomi in this episode yet.

True, even if I I suspect that the Doctor's friendship with Seven was in part interested. He was in love with her, while with Kes, he played the protector's role.

Kes helped Doc become more sympathetic to his shipmates/patients and taught him the importance of empathy. Doc helped Seven become more sympathetic to her shipmates and show empathy towards them. He did for Seven what Kes had done for him.
That's not entirely true because the main character of the episode is also missing.

That other clown looks a little like Nien NunbThat other clown (or whatever he is supposed be) that is behind him is pulling the Doctor towards himself and away from the guy that is being beheaded. So it is that person's arm.

Congratulations! I bet even among us, die-hard Star Wars fans there are a lot of people who have no idea who Nien Nunb is, LOL! I am truly amazed 
Btw, my story as a Jedi Guardian is soon coming up on YouTube … well, soon is perhaps a bit of an exaggeration but I hope to start it at the beginning of next year at the latest. Hundreds of hours of adventures to look forward to!
