Klingons or Romulans?

As a long time TOS roleplaying games master (and even longer time TOS fan), I am brain storming a new campaigm concept.
As such I am trying to recall whether there was ever any intention to have the Romulans be the re-occuring enemy, before the Klingons took center stage?
I have a vague memory that this was so, and it was driven by the fact that Klingon makeup is far easier, quicker and so cheaper to put on than Romulans?
Can someone please put me right?
 
I think that was the idea, yes! But Gene Roddenberry had a friend in the police force that he worked with and took his name for his new race of alien aggressors! His name I believe was Mark Cligan or similar...

I'm terrible at coming up with sources but I think you are 100% correct, I thought DC Fontana said they wanted more Romulans but the ears were too expensive and that's why so many Romulans wore helmets. Of course, in a ship like that a helmet isn't a bad idea, what the heck was that thing that squashed the centurion? Poorly installed AC unit?
 
It's interesting to think that Klingons would have been the cheaper to make. I mean--it makes sense--but its certainly not the case today.

I heard Romulan Heating and Air is pretty disreputable.
