I bet a good number of the guys complaining about Spock's beard probably have beards themselves. And of those, a good number probably might even have more hair on their face than on the top of their head.

How could he be on leave, as he seems to be working as a visiting officer on another ship?
He requested leave from his Commanding Officer (Pike) while on board the Enterprise.
I don't know about anybody else (besides perhaps Zar and his "Special Editions"), but I haven't heard Pike officially welcome Spock back from his leave yet.
And as I said, nobody from Star Fleet has indicated that he is officially assigned to the Discovery.
He hasn't been doing anything on board as an officer, other than helping out with different problems in different departments that have cropped up.

What a person does on leave is their business.
If Spock wore tighter trousers, we'd be able to tell for sure.
Prime Spock currently has a full beard, which is the opposite of his usual completely clean-shaven appearance.
So this must mean that at this point in the chronology, Mirror Universe Spock has big mutton chops but no mustache or any hair on his chin or below the lower lip. In terms of facial hair, that would be the opposite of the trim goatee that he would later be famous for.

Maybe Spock still doesn't feel fully recovered from his experiences with the Red Angel and thus refuses to go back to his normal appearance until the whole situation has been finaly put to rest.
