I mean, the terraformers there could have been 24th century scientomennonites or whatnot, adamant on doing it the hard way - but that's not quite the impression we get from the episode.
Then again, terraforming in DS9 "Second Sight" seems to be pure landscaping, and ol' Seyetlik can complete several projects in his lifetime and get famous for it. Perhaps he just tackles easy cases, turning Class L to Class M? Or then he has Genesis-like aids after all.
Genesis might still have been a failure as a WMD. It only ever fired once - perhaps it will turn out it only works that way within energetic nebulae after all, and will fizzle out when hitting planets floating in stark vacuum?
