Who is the best First Officer?

There are a few names left off the list. I can think of three: Data, Worf, and Marissa Flores were each "Number One" for a short stint.
 
Kira. Especially in the early seasons, she was a force to be reckoned with, and she's got a ton of character. Her conflict between duty and conviction is strong, but usually she handles it very well. She makes a few questionable decisions, but none as bad as most of the other main cast made. Quite admirable for such a conflicted character.
 
At first I was going to pick Spock, but on second thought I went with Riker.

Riker has everything you need to be a captain, but also has the humility and loyalty needed to be the ship's second banana.

Chakotay doesn't get enough credit, he kept the maquis in line mostly through his example and willingness to integrate with the SF crew(it's important to remember most of the maquis were ex SF), he was also willing to challenge Janeway when he felt she had made the wrong decision. And he would not mince words doing so.

Riker-riker is loyal, extremely capable, and willing to put aside his own career(or delay it) to serve on the enterprise. He's a womanizer and has a lot of Kirk in him, decisive yet he also is observant and not lacking in sensitivity. Picard trusts him absolutely and without reservation which says a lot.

Spock-Spock will always tell Kirk the truth, and will always give an accurate appraisal of the situation, yet he does love Kirk as a friend and his loyalty is beyond dispute, and Spock's expertise and stoicism always counterbalanced McCoy(and Scotty)'s more emotion based responses to situations. Thus allowing Kirk to weigh his options and never be driven in one direction or another.

I'd say, Spock, hands-down but for the second place, I would hesitate between T'Pol and Kira. Both, contrary to Chakotay for example, carried on the captain's will even against their own judgment, Chak betrayed Janeway during the Borg crisis. That's not something I associate with a good first officer or even an acceptable one.
 
Has Star Trek actually ever portrayed a Executive Officer properly? I like that in the novels, we often see Worf actually doing exactly what a XO should do; meaning, he gets his orders from Picard, and he makes sure they got done. Going to engineering or the science labs to see how things are going, if the captain's order are being followed, asking for status updates and stuff.

As Kirk once said to Spock, "You've been called the best first officer in the fleet. That's an enormous asset to me."
 
If it is just who does the job of being XO best, that's Spock. If it is a matter of who is the second most prominent character on the show, it's Kira Nerys. She clearly had more independence and autonomy than an XO would legitimately have.

I was only following orders....does not make a good soldier or naval officer.
Chak was right.
 
For me, my pick is Kira. She definitely lets her opinion be known to Sisko, but still trusts his decisions when he makes them. She gets the job done when she is on her own or in command of her own group. She has a keen strategic mind. Her demeanor could be considered a 'hothead', but that got smoothed out over the years. And of all the XOs of the various shows, I think she grew the most.

I completely agree she really did grow. In command ability and in the fact that she stop talking about the occupation every third word.
 
Janeway made a deal with the 24th century version of them

In that case, Chak should have asked to her face for her invalidation as Captain of Voyager, instead of taking advantage of her (momentary) incapacity to stab her in the back! That's the difference between a straight shooter and a backstabber.
