Stephen said he was typing his "My name is Barry Allen and I am the fastest man alive" tweet while wearing the Flash costume, which has me wondering whether or not this is just a costume aesthetic thing or if we're getting Stephen playing Barry and Grant playing Oliver, which would be awesome as all get out.
This will be interesting. My question is whether this is truly an alternate Earth, where Ollie got hit by lightning and Barry ended up on a boat, or this is Earth 1, where something happened that altered history.
Given the Elseworlds theme, I expect Ollie to actually have speed force powers, and Barry to really be an expert with a bow. What would be funny is if they make Grant Gustin to the salmon ladder.
That said, I think an altered Earth 1 would be a great story. That way, you could have Supergirl and Superman, from Earth 38, working on fixing whatever caused it which of course would include working with The Green Flash and The Slowest Archer Alive.

I'm wondering if the villain is Doctor Destiny. He uses a device that warps reality called the Materioptikon.

It wouldn't make sense if Amell played BARRY. That's not much of a crossover unless it is explained in story and very well.
I get the feeling, judging from the title, that we're going to be seeing a number of different distortions of reality over the course of the 3-parter, and the heroes' job is going to be to put things back the way they should be.
Then more than ever the Legends should appear in the crossover? Unless the mess winks them out of existence and thats why they're not involved?
Not all reality alterations are caused by time travel. The Legends don't need to get involved when people visit from Earth-2, for example. It's called Elseworlds, after all.
There's no plot purpose for that. "It's an alternate universe" doesn't mean you throw smart writing out the window. There would have to be something in the story, like maybe Oliver and Barry were switched at birth. Something weird like that.
For example, what if Kal-El landed in Gotham City and was adopted by the Waynes after young Bruce was stillborn?
I wonder if Lois wearing purple is a nod to her Superman: The Animated Series incarnation (who tended to wear purple and also had violet eyes).
