Presumably a member of the House of El, since they're the ones who get to wear the house crest. So probably either Supergirl or her Harun-El-created clone.

 

Leave it to Lex Luthor to engage in shameless cultural appropriation.

Of course there's the possibility that someone else could be using the symbol with or without Kara's permission, but the simpler, more likely explanation is that it's a variant costume for Supergirl herself, or for her clone. The build of the person in the armor seemed consistent with that. I'd guess it's for her clone, since the helmet could be a way of concealing the wearer's identity from Kara and the others so that it's a surprise to them when she's finally unmasked.

 

My guess is that it's the clone who is wearing the super suit.

Indeed. One of the articles about her Supergirl casting linked me to this article, an excerpt from Becoming Nicole, by Pulitzer Prize winning Washington Post writer Amy Ellis Nutt. Maines's story (and her family's) is fascinating, illuminating, and inspiring, and the book is going on my to-read list.

 

That would be the best guess. Do not be shocked if the helmet comes flying off in the mid-season finale.

 

Shane Black wouldn't mind directing an episode of Supergirl.

So did the rumor of Lex Luthor prove to be false? I could see this Agent Liberty being the person that some thought was going to be Lex? I actually think they will save him for 2020 and have him run against President Linda Carter to be lined up with the Trump vs Elizebeth Warren election in real life.

Cool, I'm a big fan of Rhona Mitra, and Baker was pretty good in the arc he just finished on The Originals.
So is this Otis going to be their version the Otis from the Christopher Reeve movies?

 

Ooo, Rhona Mitra is awesome, and having her as Mercy Graves is fantastic. I don't know Robert Baker, but after a DuckDuckGo image search I was reminded, even though he apparently plays a version of Otis, this is The CW, and there are no fat people allowed on The CW.

No doubt. They've already got their own version of Eve Teschmacher.

And I guess Mercy is taking Livewire's place in the role of "Supergirl version of a character created for Superman: The Animated Series."

 

It’s interesting that consciously or not the writers are deliberately showing this show is not connected to Smallville. On that show Tess Mercer was a combination of Mercy Graves and Eve Teschmacher. Later revealed to be Lex’s half sister. Some elements of Tess are used, like succeeding Lex as head of the company. They are returning Lena, Eve, and Mercy to being three separate characters. As they were created. Which I am happy with.

First choice for Otis in the Movie was Peter Boyle. Which would have better explained why he worked for Lex. Boyle was very tall. Otis was conceived as more than just dimwitted. But also as Lex’s bodyguard, muscle. Which was lost with casting of Ned Beatty. This version seems to go back to the original conception.

 

Why would they need to show that? It's self-evident that it's in a different continuity. The way it's portrayed Kara, Clark, J'onn, the Luthors, Krypton, and the other elements shared between the shows has always been entirely different. Anyone who would still think at this point that there could be any connection has not been paying attention to Supergirl or has forgotten the specifics of Smallville.

The Arrowverse shows draw both on the comics and on the entire legacy of prior screen adaptations. Smallville is just one of the many, many Superman adaptations out there -- a long-running one, yes, but an often quite mediocre and problematic one, and hardly so dominant in the pantheon that another adaptation would need to go out of its way to assert its separation from it.

 

Nah. Smallville rocks.

 

Smallville, for all of its missteps, is one of the three primary "keystones" that have directly influenced the tonal approach that Berlanti, Adler, and the rest of the series' creative team are and have been taking (the others being the "Donnerverse" and Sterling Gates' run on the post-Crisis Kara Zor-El Supergirl comics), but it also pretty clearly exists in its own reality separate from those iterations and many others.
