Legends apparently won't be a part of next season's crossover with Batwoman.

Maybe it's because they've already achieved that and, rather than trying to top it and reach a point of diminishing returns, they've decided to scale back and focus on quality over quantity. Besides, it looks now like the crossover is a backdoor pilot for the Batwoman series, so leaving out the Legends gives more room to introduce the new cast and premise.
