Nope it's not the same as Discovery's look again. It doesn't have the line running down the left side and it steps up again in the middle.

So, what is a Section 31 - Bridge / Lab? Does this mean they have their own ship, like the Vengeance? Or is it a multi-use set?

I was curious and actually googled '3F' in relation to Star Trek and got this:

Spock Quarter's were 3F 125 (though so was Janice's)

There seems to be a Room 3F-125 on each deck! Maybe that's the bait-n-switch -- she's visiting whomever is one floor below Spock...
 
Why are Spock's quarters in the same section now as they were in Amok Time? At this point, he's only a junior science officer, in Amok Time he's the ship's XO. This presumably means he'd have moved into bigger quarters by Amok Time than he had when he first arrived on the ship.

It's been around 3 years since 'The Cage'. He could have been promoted.

His existing quarters already had all the space needed, so it would have been illogical to move into bigger quarters.

He may be the XO by now, he may be chief science officer, there may be a set quarters size, he may not care about room size because Vulcan, or it may be that his room has a nice aspect and gets the sun in the late morning so he kept it. It really doesn't matter.
