Actually the destruction of Romulus is the perfect time to set a new series. As that even takes place in both the Kelvin movies and the Prime universe.
So the new Kelvin universe viewer will remember the destruction of Romulus (you can even show the footage from the Kelvin movie at the start of episode).....but then it flows directly in to the Prime Universe about 8 years post Star Trek:Nemesis.
So you get bonuses all around. You get direct tie in to both Kelvin movies and the Prime Universe. You get a new plot device in the splitting of the Romulan empire. You get time period only 8 years past the last we saw of the Prime Universe TNG, DS9, Voyager casts. It sets itself up nicely for a new crew and some familiar faces.
Actually Nemesis was like 16 year ago ... so you could set this 5-8 years post Romulus destruction and the aftermath of the empires split. So then all the TNG, DS9, Voyager cast members would be close enough to about the right age in the series. Not that I would want them showing up all the time but peppered in. Hey Ambassador Sisko good to see you ... how many years now since you came home!
