This scene is likely set months after the bulk of the finale, so she may have met a Trill or two in that time. She does seem to own and run the Star Trek Cantina.

Actually, having just watched the bonus scene from the finale introducing this Leland, I see nothing indicating he's the Head of Section 31. In fact, he seems to be just another agent, like Sloan or Harris.

Really struggling to tell if serious. Quark in drag making sexist and transphobic jokes is a pretty far cry from a liberating equality episode.
