CGI actor recreations (like Tarkin) are far too expensivse for a tv show, even with Discovery's budget. An actor is the way to go.
The CGI Tarkin and Leia in Rogue One looked creepy as heck, and took me out of the film. A CGI Pike would most likely do the same.
Um...no. Remember:
1) ST: D starts TWO YEARS after the events in "The Cage" - so their Phaser props look fine (They're a cross between the Laswers shown in "The Cage" and the TOS Type 2 Phaser.
2) TOS - "Where No man Has Gone Before" (the second pilot) reuses the sets and costumes used in "The Cage" but Kirk DOES use a 'Phaser Rifle' on Mitchell. <--- My point? Given the set design, you could place WNMHGB years prior (in Universe) to the TOS era that was 'standardized' (with the repained and slightly re-designed Bridge set and new costumes.
If ST: D started prior to the events of "The Cage" - yeah there would be an issue here, but as it starts two years after = no problem - things change.
They should have kept the CGI Tarkin at a distance -- i.e., no closeups. He looked good standing across the room, or even in scenes with Krennic on one side of the screen and Tarkin on the other. Same thing for young Leia (better if it wasn't a closeup)..
I'd almost (just almost) say maybe they should have limited Tarkin's face to only being seen in reflection (as we saw him looking out the window), but that would have been a bit too obvious.

Leia was creepy as heck. Tarkin was better. And Tarkin was better than Clu in Tron : Legacy. The point being, the technology is getting better and we just need some minor refinements.

Hand lasers are the pistol type weapon in "The Cage" and again in "Where No Man Has Gone Before." Discovery takes place between those two, thus it make sense that the pistol weapon should look like the hand laser. If Discovery took place AFTER WNMHGB then maybe it would make sense. I recall getting into this topic before and my opinion hasn't changed since then; so I'll not be rehashing it. If you want me to say, "You win," so you can feel good about yourself and I can save hours of typing, I'll do it.
In "Where No Man Has Gone Before" they WERE PHASERS. (Really - watch the episode again.)

Considering that real-life armed forces have dozens of different pistols and rifles in active use at any given time, I think it's perfectly fine for ST-Disc to use a different design than we may have seen before.
The rifle in WNMHGB was referred to as a "phaser rilfe." But the pistols were not specifically described as phasers... or lasers, for that matter. They could have been "qxtvasers" for all we know. But, presumably, they would have been using the same technology as the rifles.

Tarkin gets a free pass, because he's supposed to be creepy. Peter Cushing looked creepy in ANH, didn't he?
As for Leia, though, they shouldn't have even shown her face. Just show her from behind, staring out the window, with the signature two-danishes-strapped-to-her-head hairstyle, but still have her say the line.
Yeah, they should have just shown Dorn in TOS garb and acted like no one noticed anything different.

Subjective. I never found Picard particularly compelling or more competent than other captains. I was OK with Clu, having him in uncanny valley works for the character, as he should be unsettling - they should have just not used a clear shot of the CGI replacement as Kevin Flynn in the opening scene, that takes me out of the movie a little bit.
I thought that was the initial plan?
