It doesn't have to be explained to anyone except the two people that don't understand that the show was make in the SIXTIES.
But that's the thing, it's not an advancement, it's a de-evolution. DSC is 10 years before TOS, yet the tech in DSC looks like it's 70 years more advanced than TOS. That absolutely should be explained.
No, it shouldn't. We're seeing the 2250s through the eyes of the 21st century now, not the 1960s. You can bet if they ever show a Constitution class it will be a redesign.

Why? Do you want Michael to look in the camera and say on screen, "tech moves pretty fast" and then you hear "chk-a-chk-aaaaah"? As stated above, you're looking at a story through a lens. TOS was the lens of the 1960s. Now it's the lens of 2017. You're trying to make an in-universe explanation where one is not needed.

It can't be explained Because from the perspective of the universe, it has always been like that. It is a visual redesign. There is no lore reason why, it just is the way it is.
I think the Enterprise picture is the most telling. It's only 12 years old, and yet the monitors already like antiquated.
There may be no in universe explanation given for the difference in the design aesthetic. The old show designed it's look based on what they could afford to build with the budget they had. The new productions cannot-or should not be shackled to adhering to that look when our current reality had produced consumer technology that has surpassed how the then novel ideas of hand held communication devices, flat screens, or padds/tablets looked. We cannot go back. Sorry if that bothers you, but taking inspiration from the iconic look of the old show and creating something that looks good and futuristic now is what they've chosen to do.
There needs be none, its a visual modernization. TOS looked just like Discovery. Kirk and Spock ran around with Uniforms like this and in ships that looked more like the Discovery and with Phasers and Phase rifles that looked like the ones we are seeing now.
You guys are either superbly dense or being purposefully obtuse. Because you just don't seem to get the difference between updating a design and tossing a design out and replacing it with something else. The Phasers, Communicator, and Tricorder are all good examples of updating designs. You can look at each and instantly know "that's a federation phaser", "that's a federation communicator". and "that's a federation tricorder". Which is pretty much the limitus test for whether a visual update was done right or not. If however you look at something that is taking place in an existing setting and go "what the fuck is that supposed to be" well then you know theirs a problem with the design. And if you look at something from that setting and instead think, "hey isn't that necromonger armor from Chronicles of Riddik" or "Oh hey, that's Drow Armor from D&D" you don't just have a problem, you have a giant mess on your hands and need to fix things fast.
I cannot think of one thing from the Discovery production information that I have gone "Oh, hey D&D" or "No idea what that's for?" so I'm clearly dense. No, I think everything works very well in this setting, and will become more clear when the show is released.
It looks good to me, you seem to be the one being dense here and attacking others. Klingons get redesiged all the time, heck trek has space elves so I am not sure why you are upset with Drow all of a sudden.
I have yet to see anything in the design where I couldn't immediately work out what it was supposed to be. Any so-call Trek fan who claims otherwise is being superbly and purposefully disingenuous.
