Sorry Timo, you're right! I was going off a video I saw the other day, but I think the point was a replicator can't replicate a better replicator, just an identical one.
I am certain the same thing that occurs with some 3rd world countries regarding mismanagement of resources also happens in bajor.If Bajor is having a famine I can understand that replicators might not be able to solve the problem at once but if you combined that with food shipments I would think that would solve the problem in the short term and once the planet has been fixed from the strip mining and destruction the Cardissans did they could then become even more self-reliant. Plus I got to wonder why their wouldn't already be replicators already on the planet since we know Carddisans use them as well.

that's true but from what I have gathered the withdrawl was a kind of a rush thing. We know they destroyed alot of the stuff on the station but I find it intresting that they didn't destroy it. I can't help but think that their must have been alot of chaos going on so I would think alot of tech would have been left behind, untouched.When occupiers are forced out, they tend to take or destroy anything that might prove useful to the indigenous people, out of spite.

The land is barren/polluted how the hell are you going to be better at growing crops than the people who are native to the planet?
