Crossover appearances aren't that unheard of, in fact they're pretty much an established part of such an interlinked continuity. Scotty, Spock, and Sarek appeared in TNG, Kang, Koloth and Kor appeared in DS9...
Discovery will need to demonstrate it can stand on its own stories and characters as a new series, at least in its first year. Their already starting with two TOS characters.

Based on the old Lincoln Enterprises bio, I'd guess Arex was either still in the merchant service or a new officer n this time frame, if not these characters, their species deserve to be seen once again
