Logical, but there's always the possiblity that the lineup could still change. After all, if the version with that lineup was rejected, they might decide a different lineup would work better. Or the execs they're answering to now might be interested in different characters than the TNT execs. They might drop Barbara because of the Joss Whedon Batgirl movie that's been announced. Or, with Berlanti now involved, they might want to add more diversity to the group with someone like Jaime Reyes/Blue Beetle or Aqualad (since Cyborg's now a Justice Leaguer). Though it would certainly make sense to cast a dark-skinned actress as Starfire.
I don't think Goldsman is going to rewrite the script/treatment he already created (since the articles I read credited him as having WRITTEN [past tense] the Pilot), at least in its entirety.
I think the bigger concern would be what kind of costume they're going to give her. The character has had some ridiculously skimpy costumes at times, which was infamously taken to an extreme in the early New 52. If they're smart they'll just go with the costume from her recent solo series, which is pretty much her least ridiculous one she's ever had.Whatever they do with Starfire, I just hope they don't give her some kind of disguise so they only have to paint her orange in fight scenes. I can totally see them giving her some device as a "secret identity" that makes her look like a normal human, but I hope they just go for normal Starfire. Maybe that's a bit paranoid, since many shows have had actors who spend years on the show wearing a lot more involved make up then Starfire would need (Star Trek had a lot of that, although Starfire would need more body painted regularly because she generally has more exposed skin then someone like Data or Garak).
Still, something like that would be a very "CW" move, and I hope they don't go that direction. I also hope they either get a tall actress or use tricks to make her seem taller (like they do with Tom cruise), since her being taller then Nightwing has always been a thing.
Of course that's just physical stuff, if the writing isn't good nothing else really matters, but with the people involved I think the writing will be at least ok.

I kind of like the idea of using an effect like the Iron Fist for Starfire
The top is pretty close to the one I picked, but it had bottoms more along the lines of hot pants instead of a skirt, and that seems more practical for a character who's going to be flying around.
I have absolutely no interest in watching a Nightwing that isn't allowed to show or refer or directly address his history with Bruce.
