I assume this is another Okudagram where Mike Okuda thought that TV would never have a high enough resolution for the audience to read what was printed.
This is an interesting point, because it brings into question when we could reasonably conclude that Star Trek's timeline departs from our own. Obviously it has done so by the 2020s. If we take the dating of the Eugenics Wars at face value, then it had by the early 1990s. But then if this were meant to be readable by the viewer, 2003 would still be in-line for both Star Trek's and our own shared timeline.
Also, it's funny to see Jake Tapper's name under an article talking about the State of the Union. Tapper became famous a decade after this episode and started hosting the CNN show State of the Union in 2015.
