Why Wasn't Neelix considered a candidate for removal after season 3?

If Chakotay left then Tuvok is next in the chain of command, followed by Tom.
That's why I said B'Elanna could have been the second officer had she been promoted to full lieutenant. There were other full lieutenants on board, that gym guy for one, who would have outranked Tom Paris.

No that's not quite how it works. Tom would outrank another lieutenant because he is a bridge officer. Same thing with Harry, even though he is an ensign he is a bridge officer and a department head. So while some may have a higher rank, Harry would still outrank them.

No, any "line officer" with superior rank would out rank Harry. Also other ensigns with more time in rank would out rank Harry.

Being a department head (was he?) doesn't give you somehow a leg up over people who in fact out rank you.

As for being assigned to working a panel on the bridge, Lieutenant Sulu didn't out rank Lieutenant Command Scott.

And Wesley didn't out rank LaForge.

All this bickering is pointless. I suggested B'Elanna to become the second officer. Maybe transfer her to security/tactical, the post vacated by Tuvok after becoming the first officer. Lieutenant Carey could have taken over engineering.

Why would she transfer? She was the best engineer. It would make no sense to give that up

Right. Wesley didn't outrank laforge because laforge was the chief engineer. Wesley wasn't a department head.

Harry is the head of operations. We have seen that he outranks people. In a scene in the messhall durring an emergency Harry is the one who stands up and gives orders to people, many of whom must have been lieutenants.

And besides, I keep thinking that even if Chakotay was XO in title, Tuvok was the real First Officer on board (he saw and knew almost everything, even if he kept silent as long as Janeway, Voyager and the crew weren't in danger), the crew (Starfllet and Maquis) listened to/respect him, he learnt to question himself AND maybe the most important, Tuvok was the only one in whom Janeway trusted completly.

But to return to Neelix, it's a pity that the character wasn't more been developed, especially his past after left Talax ...and that his reputation to love a little too much young people stuck on him from the beginning till the end! Sad! :sigh:

I think Jetrel, Mortal Coil, Fair Trade, and Homestead really epitomize the core of Neelix as a character beneath his cheery and somewhat annoying exterior.

Janeway knew Tuvok for a long time and yes she trusted him more than Chakotay. But Chakotay would disagree with Janeway and that is important too.

Yeah about Chakotay it's an unfair criticism of Voyager-they come to blows in Scorpion, Workforce, Equinox, and there are more than a few times he disagrees with her even if goes along with it. He had reservations about Seven onboard, tried to keep B'lanna from facing the consequences of striking Carey not something Janeway would have allowed.

You're right, their closeness on Voyager was partially due to their friendship of 20 years but it didn't prevent Janeway & Tuvok from having disagreements from time to time. But contrary to Chakotay who was rather "brutal" in his opposition not systematic but regular (honestly, if his Maquis crew had been larger, I'm pretty sure that Chakotay wouldn't have hesitated to throw a mutiny), Tuvok knew how to confront her friend with her contradictions and/or to advise her without antagonizing her in her cuttings off. -> I'd say that Tuvok was the voice of reason of Janeway and because of that, she listened to him more closely (besides, even Chakotay recognized Tuvok's great influence on Janeway and we saw that when Tuvok was in bad posture, he turned irrevocably to Janeway for a physical, moral or intellectual support -> they understand as nobody and that's what is great.

But Chakotay would disagree with Janeway and that is important too.

If I remember well, Chakotay's disagreement with Janeway were often due to what they were: Janeway thought as a Starfleet commanding officer while Chakotay thought as a Maquis commanding officer (although, himself a former Starfleet officer but I guess that since, he rejected Starfleet's policy & rules) and althought he wore the Starfleet unifom, he didn't stop thinking and acting as a Maquis throughout the journey (he was lucky that Janeway let him acting like that!). Result: 1 given situation, 2 points of view diametrically opposite to respond (and same thing for the tools used, of course).
-> whether it was Cuvit or Tuvok, the disagreements with Janeway would have settled in Starfleet style : cf Kirk/Spock; Picard/Riker : no direct confrontation. the XO suggest without trying to impose his will, what Chakotay tried too often to make a passage in force with inconvenient results. :whistle:
-> if Chakotay was angry with Janeway's behaviour in Equinox, I wonder how he would have react with Sisko, who, when he had an objectivein mind, went to the end and no matter the consequences. Both would certainly have come to hands to resolve the conflicting situation and it isn't sure that the winner would have been Chakotay, in spite of his experience of boxer. :whistle:
