Of course he doesn't. The Harley design is certainly iconic, and Suicide Squad in general deserved its Oscar nomination for costumes, but the costume is deeply sexist, and so is the film's romanticization of what is clearly an abusive relationship.
 
I don't think the movie was romanticizing the relationship. I think many of the fans and critics believed it was. As I had earlier pointed out, Harley's costumes seemed to hint that the Joker regarded her as his possession. Even her behavior after they had first met - jumping into the vat, etc., - seemed to hint this. I think the Joker is an emotional vampire who used Harley to feed his own self worth. He doesn't love her the way she loves him. I noticed during that chase with Batman, the Joker had left her to either die after he drove his car into the river or be caught by Batman. Only after a period of time . . . when he realized that he needed his fix (Harley), was he willing to get her back.

They weren't nominated for costume design, they were nominated for make-up. Different category.
 
I kind of hope Suicide Squad wins. That would make it the second comic book movie to win an Oscar. The first being The Dark Knight. Bummer about BvS not being nominated for best score.

Hey look, I really liked "SUICIDE SQUAD" a lot. And I'm happy for the guys that did the movie's hair and makeup. But why are so many people making a big deal about it? It's hair and makeup, not the Best Picture award.

Or is this all about the never ending negative campaign against the DCEU movies? If so, I find this response to the movie's Oscar rather ridiculous.

I don't see how are "people making a big deal about it". It's just a couple of posts congratulating the Oscar win. I for one would be doing the exact same thing if Star Trek Beyond had won.
 
The makeup was well-done, of course. I just thought that tattoos were overused. When everybody has such a similar look, it loses its distinctiveness.

I thought this movie was good, rollicking fun. Sure, it's no Citizen Kane. But not every movie needs to be. The fact that rottentomatoes shows an audience score of 63% but a critic score of 26% shows how movie critics up in their ivory tower are just out of touch with the real world of entertainment.

So people complain about the movie and you're pissed, and now people are saying good things about it and you're still pissed. There really is no pleasing you is there.
As for the win, it did deserve it. Even if some of the design choices weren't what people might have wanted, they were very well done.
