The simplest interpretation would be that LA is named National City on Earth-38. But of course, as we've discussed, DC Comics historically has two different New York surrogates coexisting with the actual NYC, so it's hard to be sure.
The interesting pattern about Earth-1 United States geography is that the present-day material in the live-action shows deals mainly with fictional cities, while real US cities are only seen in their past or future in Legends. Real, present-day US cities are only really featured in the Vixen web series (Detroit) and the retroactively Earth-1-based Constantine. But pretty much all overseas locations are real (London, Moscow, Beijing, Geneva, etc.).
Yeah, I think Markovia & Nanda Parbat are the only foreign countries I've heard of on Earth-1. If I understand it there's Central City, Opal City, Hub City, Keystone City, Star(ling) City & Coast City. There's an awful lot of Cities with the suffix 'City'. They're on Earth-1. On Earth-38 there's presumably all of those plus National City (possible substitute for LA), Gotham City & Metropolis, the last two may (emphasis on that would) also exist on Earth-1. I wonder how they all fit on a map.
They've been to Corto Maltese in Arrow, Zambesi was mentioned (and seen in the animated Vixen show) and I think they mentioned Qurac at some point as well.
The only fictional ones, you mean? They have mentioned a number of real ones, e.g. Russia, England, China, Egypt, etc.
There was a cute nod to that in "Supergirl Lives" the other week, when Kara and Mon-El went undercover at the medical clinic and Mon-El talked about how eager he was to take a vacation to Paris City. In the DCU, that's an understandable mistake.
Here's one interpretation. (I don't know what the original source is, but it looks official.) Although it's not the same as the Berlanti Earth-1, since Star City and Central City are supposed to be only 600 miles apart.

Central City is in the middle of the country (hence why it's called "Central City"). It's also 600 miles away from Star(ling) City.
In the comics, yes, but not in the show. The city was nearly destroyed by a tsunami in season 1, making it pretty clearly a coastal city. Star(ling) City's ZIP codes and geographical coordinates in the show correspond to those of Seattle, and I think it was referred to once as a West Coast city. That would put Central City slightly north of San Francisco.

The descriptions were obviously casting sheets describing the characters. So that is the type of character they are looking for. Like on Walking Dead...they were looking for someone to portray a Southern African American, and they did great with British Lennie James. But he was able to portray the character, despite his country of origin and natural accent.
The characters apparently grew up in the Watts neighborhood of Los Angeles, so i'm not expecting Jefferson Pierce to say "Take off you hosers, eh?"

According to IMDB he was the first actor to play a Jem'Hadar. I remember him as a villain in the 4th season of Prison Break.

Hmm, I might've liked someone like Roger Cross or Michael Jai White to get the role, but Cress WIlliams seems like a good choice.
I just read a little bit about the history of the character on Wikipedia and all I can say is oh my God. The Black Bomber 
? 'A white racist who would turn into a black superhero under stress'. I'm sure there's a Trump Administration gag in their somewhere.

Fortunately they figured out what a bad idea that was before they actually went ahead with it.
At this point, there's no information on which Earth it will be set on. Since it was originally developed as a pilot for FOX, I'm inclined to expect it to be in its own separate world, though I'd be surprised if it didn't cross over with the other shows via dimensional breach at some point.
On Fox? uh oh -- a guest appearance on Gotham!!!!!
Cress Williams appeared as the villian Baron Sunday in a 3rd season episode of Lois & Clark titled "Never on a Sunday". Baron Sunday was actually an obscure Superman villian in the comics in the late 1980s. I thought he was one the better villians on the show. The ending of the episode totally set up his returning but he never did.
When did this move to the CW? Regardless, I agree it would be nice to set it on Supergirl's Earth. I like the idea of seeing how a street hero deals with life in a world that has Justice League level heroes on it. (Yes, I know Flash, Green Arrow, Black Canary, Steel, Vixen, Firestorm etc are/were JL, but I'm referring to the Big Guns).
