Chronologically it's set 10 years before TOS. It's themes though are probably influenced by TUC.

This article isn't real news, it's just speculation around two quotes:

I think what we were doing with Star Trek was…I’d say, ‘Understand Each Other.’

We know now that there will be multiple Klingons involved, so it's probably true that the show will be at least partially about Federations and Klingons "understanding each other", but there's not really any reason to assume it will be directly related to ST VI.
