Strongest Power

This is my rating of the Star Trek powers (Q is excluded).

1. Borg
2. Dominion
3. Federation
4. Klingon Empire
5. Romulan Star Empire
6. Cardassian Empire
7. Breen
8. Tholian

Anyone agree or disagree, post your own list.

Borg are more a "hive-mind" entity, using techonology, humanoids, ships. Not a "power" per se, but an unstoppable force of will.

After the Dominion War I'd renumber and move the Breen and Tholian to four and five respectively.

Why would you put the Federation so high? I know they win every war but that's mainly due to their resourcefulness and ingenuity rather than their military strength.

That is a kind of strength.

I strongly suspect the Tholian Assembly needs to be higher on that list. They are weird and have figurative neon signs on their race: do not f with. I bet the Tholians would kick the Romulans' asses.

Also we are mixing DQ, AQ, and GQ powers here. Voyager has shown us a tonload of other DQ powers that might be very formidable, like the Malon, Devore Imperium, Hierarchy, and Voth.

Also the Tamarians from TNG Darmok seemed pretty dangerous/strong. And the Zalkon from TNG Transfigurations seemed pretty strong, although if enough of them undergo the transformation/evolution in the episode I guess it might not matter.

Sorry couldn't resist! As for strongest powers, my top five would be something like:
1. Dominion
2. Klingon Empire
3. Federation
4. Romulan Empire
5. Breen Confederacy
 
8472, Kelvans (in their home galaxy), iconians (if we allow them), Metrons, Q, Organians, various other superspecies, Douwd prior to their destruction, V'ger's makers, the Whale's freinds........

I suppose a lot boils down to what you call a "power" and who makes the list. Bear in mind throughout star trek the active, politically involved species we get to know are generally portrayed as being really quite low on the overall tech/power level compared to the real "big guns", with those further up either disinterested in their affairs, removed by distance/planes of existence, or extinct.

Obviously the ultimate power in the trek universe would be the writers, despite their numerical disadvantage

I don't think the Klingons are stronger than the Federation.
 
I put them first as the cultural obsession and predisposition towards violence, war, and conquest would often make them fight far harder and apply more aggressive tactics, whilst the Federation is full of far more reasonable folks. The Romulans however never seem overly concerned in events outside their own territory (though go near their borders and by golly you'll fell their might). As for the Breen being so high, they are really an unknown commodity, what we do know (attacking Earth, amassing a large fleet very quickly, advanced weapons tech) all shows that they are not someone to be underestimated--the Tholians would also be in this bracket, though like the Romulans never seem overly interested in affairs outside of their own space.

  11. Dominion (pre & post war: most the massive GQ fleet remains untouched)
  12. First Federation (massive mile-long ships)
  13. United Federation of Planets ("Yesterday's Enterprise" be damned)
  14. Klingon Imperial Empire
  15. Romulan Star Empire
  16. Children of Tama (stronger than Galaxy Class but don't have UFP's numbers)
  17. Zalkonians (Galaxy comparable; exotic techs; shields useless; they're small but powerful)
  18. Tholian Assembly
  19. Cardassian Union
  20. Sheliak Corporate (seemed formidable if distant)
  21. Calamarain (difficult to place, but they didn't threaten the E-D to get to Q)
  22. Talarian Republic (fought 24th c. UFP in war)
  23. Breen Confederacy
  24. Ferengi Alliance (high tech; low will. Maybe higher w/mercenaries & business allies)
  25. Tzenkethi Coalition
  26. Jarada (not much from them, but they were a player early 24th c.)
  27. Miradorn (nonaggression pact w/Dominion)
  28. Gorn Hegemony (although, that asteroid may have caused their extinction)
  29. Nausicaans
  30. Yridians (they have destroyers?)
  31. Chalnoth (no organization)
The Iconians could be extinct or up with the Metrons. Others?

*The Kelvans are one of likely many Andromedan powers, not rulers of the entire galaxy. Their transport/transformational tech is impressive but not on par with the Metrons, Organians, etc. The Borg transwarp tech is likely comparable, and their transdimensional campaigns remind that they not be underestimated. Maybe they've already assimilated the Kelvans; when was the last time you received a postcard from the Andromeda Galaxy?

If we are going with the novel-verse as "canon" both the Borg and the Dominion have been somewhat "decentralized" in recent years.
 
These are educated guesses of course, but out of the conventional powers:

1. The Dominion-One of the few that has both strength in numbers and power of weaponry.
2. The UFP- Science and unity!
3. The Klingons- Numbers but variable ship strength.
4. The Romulans- Powerful ships, smaller numbers.
5. Breen
6. Tholians
7. Cardassians

Non-conventional:

1. Species 8472
2. The Borg
3. The Voth

Wild cards:

1. V-Ger
2.. Whale Probe

Non-corporeal:

1. Q
2. Organians
3. Douwd
 
After the Dominion war the Federation was much stronger militarily and technologically. The Klingons had also suffered a lot of losses due to fighting the Cardassians and the Federation prior to the Dominion war. So during the time period of Yesterday's Enterprise I would rank the Federation lower than the Klingons but after the Dominion war higher.
