well, this is going to be an interesting future...
Just been reading over these. Likely the smallest note possible, but number 4's a bit of a kick in the balls. Surely a fan production would alow a fan sewing themselves a new shirt :/
On one hand I'm glad there are guidelines now, but on the other hand some of these are a little overboard IMHO.

I mean Star Trek itself has "violated" a few of these!!!

Wow.
Enterprise certainly skirted the lines with the decon chamber scenes. But I do see the importance of this rule. It is meant to protect the franchise from a fan film that would openly promote pornography or other illegal activity.
Re-reading this again, aside from time limit most of it is pretty fair. Fundraising limit (Horizon inspired by any chance?), no commercialising, no professionals etc - I can totally see a logic behind it (outwith the Lord himself). Costuming.... that annoys me.
Official liscened gear? Thats Anovos, right? That'd be 95% of the funding gone and by the time the outfits arrived the film would be delayed more than Axanar.
Ongoing series and time limits though - while expected, is a huge let down to the guys who played nice so far. Gutted for them as thats put an end to their efforts
Hopefully they can get a free pass for whats currently in progress - enough time to finish up and move on and not have the donations and time go to waste.

The time-limit is too short and you can only do one-offs that are a maximum of two 15 minute parts.
I don't mean to sound entitled, but I'm disappointed by this restriction. It takes a lot of effort to mount a fan-film production and it would suck to build up production capacity only to produce a 30-minute two-parter and then strike everything and call it a day.
I guess this puts an official end to both Star Trek Continues and New Voyages. You wanted rules, Alec, you got rules, and screwed over everyone.

I can see NV and Continues being able to work within the format.

I don't. Provision 1 says you can't do a series. You get one shot at doing a story and then you'd have to create a whole new story with new characters if you wanted to do more.

There won't be any fan-film series. Dead, kaput, over with. Just a string of non-connected one-offs.

- The title of the fan production or any parts cannot include the name “Star Trek.” However, the title must contain a subtitle with the phrase: “A STAR TREK FAN PRODUCTION” in plain typeface. The fan production cannot use the term “official” in either its title or subtitle or in any marketing, promotions or social media for the fan production.
- The content in the fan production must be original, not reproductions, recreations or clips from any Star Trek production. If non-Star Trek third party content is used, all necessary permissions for any third party content should be obtained in writing.
- If the fan production uses commercially-available Star Trek uniforms, accessories, toys and props, these items must be official merchandise and not bootleg items or imitations of such commercially available products.
- The fan production must be a real “fan” production, i.e., creators, actors and all other participants must be amateurs, cannot be compensated for their services, and cannot be currently or previously employed on any Star Trek series, films, production of DVDs or with any of CBS or Paramount Pictures’ licensees.

Any thoughts/ideas if they'll let productions who have an episode in post finish it and release a final episode or if they'll be forced to garbage can it?
Really interesting. On one hand it's good to have some official guidelines on what is acceptable and what is not. On the other hand many of these are too restrictive. On the third hand, from the perspective of the property holder they really aren't that unreasonable.
Regarding #4 it doesn't say fan produced items cannot be used it just says that if commercially produced stuff is used it must be official.
And still no word on if Klingon is copyrighted.
