I mean Star Trek itself has "violated" a few of these!!!
The fan production must be less than 15 minutes for a single self-contained story, or no more than 2 segments, episodes or parts, not to exceed 30 minutes total, with no additional seasons, episodes, parts, sequels or remakes.
Re-reading this again, aside from time limit most of it is pretty fair. Fundraising limit (Horizon inspired by any chance?), no commercialising, no professionals etc - I can totally see a logic behind it (outwith the Lord himself). Costuming.... that annoys me.
Official liscened gear? Thats Anovos, right? That'd be 95% of the funding gone and by the time the outfits arrived the film would be delayed more than Axanar.

It's almost like they're intentionally trying to make productions prohibitively expensive for everyone.
I can see NV and Continues being able to work within the format.
Anyone can work within the format, but it will be challenging.
