Why that date though?

Because "The World Just Keeps on Turning" was released in 1990, and the OP just likes the irony?

I'm a little more worried about why they're asking in the future tense for a date almost 24 and a half years ago...

^^ That's pretty accurate, but a bit understated. It would be about ten times worse than driving full speed into a brick wall.

If the world slowly spun down to a stop, then we'd all gain a little weight. And only the twilight zone around the terminator would probably be livable. And it would probably get a lot windier.
 
Longer days and nights. Much longer.

World war. Countries in parts of the planet that experience long period of darkness where crops die, will war for food and immigrate out of those areas on a regular basis as the shifts occur.
