Do they have something a person could use to talk like the Borg? I know Paramount must have some way of producing that effect.

I believe the effect is probably done in post-production.

There's a tutorial on YouTube for creating the effect in Audacity, which is a free download, but if you're using the library computer, they're probably not going to allow you to install software on it.
