No, this is something the actual devs made that people found inside the game files. It is obviously in an unfinished/unpolished state, but it is there.

You can't mod STO that extensively. You can only mod textures.

The images of the bridge and phaser were taken with their Demo viewing tool. The demo files are plain text, so you can swap models and maps just be editing them.
