Could be a screen test of a costume. It sort of reminds me of the space suits from TOS.

It could just be a camera/photography test. That costume may not appear in the actual show at all (provided the photo has anything to do with the show to begin with).

Screen test seems likely. Don't see why a camera operator would risk his or her job for such a bleh image.

It might even be a test to see how the fabric looks on screen. It might not even be an actual costume design.

As TrekCore explains, these photos are pre-production shots for a promotional shoot, not for the series itself. At this point, the pilot probably hasn't even been written yet, so there's no way they'd actually be shooting anything. Maybe they're going for some kind of "history of spaceflight" montage for the promo, sort of like the Enterprise titles.

Digital sets were not the problem with the prequels.

Trek should be so lucky as to have the production values of those films.

I have that poster on my wall, it's pretty cool to look at every morning.

One of my favourite pre-production/announcement teasers of all time is the 2008 teaser for Star Trek 2009. The music, the snippets of historic space speeches, the slow pans of them building the Enterprise, then the slow reveal and Nimoy's voice. Gives me chills every time I watch it. A teaser like that would be pretty cool, so I'm kind of hoping for a historic space montage or something.
