Maybe, but I got the sense he just represents how crappy and undisciplined the town's defense really is. He's got a lot of cocky attitude and thinks he's got everything figured out, but clearly hasn't had to survive out in the wild for long stretches or deal with lots of crazy, unpredictable shit like Rick's people have.
