question about toll booths

So a friend of mine lives in South Jersey. He borrowed his sisters' car to come visit me one weekend and on his way home he had a toll booth at his exit. It wasn't a major toll junction.. more like a few unmanned booths. He has no EZPass.. but the one lane he could have dispenced change was blocked by a disabled car. Evernually the cars behind and in front of my friend started beeping their horns. and when that didn't work, they all just used the EZ pass lane.

So after awhile my friend used it too. A couple of weeks had passed and now a ticket has been mailed to him.

What should he do.. it wasn't like he didn't want to pay the toll.
 
I don't know if it's like this in Jersey, but in Illinois you're supposed to go online and pay the toll via the Department of Transportation's website. You have X number of days to do so, or you also get a ticket.
 
Yeah, here in Texas there are offices along the long toll roads where you can go during business hours to pay, or you can go on the website, or call a number, to arrange to pay for any tolls you missed. They usually give you about a two week grace period before mailing you a bill. After several weeks have passed, you get an official ticket with a fine attached to the price of the toll.
 
As he is not a regular toll road user, he can probably call them and negotiate a beneficial solution.

Here in Florida, a few years ago, I was visiting my sister, and following her husband when he got on a toll-road. We ended up at a coin-only toll and I realized I didn't have the change on me. I went through and they sent me a notice a few weeks later. I was able to mail them the payment.

Since then I got a SunPass (Florida's version of EZPass).

Interestingly enough, a local highway has gotten rid of their tollbooths and now has cameras to bill you by license plate. Like red-light cameras, this is just another reason to make sure you know who is driving your car at all times and to report lost/stolen plates immediately. I had that happen to me a few years ago. I parked my car in my driveway and in the morning, went to grab the trashcans. I noticed my license plate was gone. The cops said thieves do this to hide stolen cars (they'll look for a similar make/model/color) and take the plates.

you mean his sister got a ticket mail to her?
 
Well his sister wasn't home. He came to visit me and to play some Magic event,, local casual standard and modern (in case anyone's interested.). Although he has use of her car, it's meant for errands, and not driving up to my house. LOL
