Ooh, that could be an interesting bit of worldbuilding. What if, in this universe where DC's superheroes are not fictional, DC Comics is known for its various non-superhero titles, like its Western comics, romance comics, crime comics, horror comics, and the like? So the big fictional heroes that Barry and Cisco and whoever read comics about are cowboys and monster-fighters and astronauts and such. Sort of like how everyone in Watchmen reads pirate comics.
And he was part of a Legion conspiracy to kill the Time Trapper--violating Legion bylaws.

That's only sometimes true.
We know Wells isn't Reverse-Flash (since the synopsis for Episode 9 specifically mentions Wells as being involved in trying to stop the RF), and, given previous comments from the producers, I doubt he'll be revealed to be another character from the comics.

I was too busy wondering why he (along with so many other people) pronounced it "cozplay," as if it had something to do with Bill Cosby. It's short for "costume play," so it should be said with an S sound, not a Z sound. (And it's kosupure in Japanese, not kozupure.)
