I don't know the exact dimensions as I deleted the specific email. But I just bought the Franklin Mint Enterprise D commissioning plaque from ebay about a week ago. From memory, the seller informed me the dimensions were 13x11(approx). I believe the Franklin Mint version is to scale for the Enterprise D. I'll update when it's received if you want.
It also varies widely, depending on which plaque you're talking about.
In related news, the international "Enterprise" Blu-Ray season sets come with a mail-in offer to order a great NX-01 bridge dedication plaque replica, which can be personalized with a name (to follow the "..., Commander" designation).
Each Region 2 (Europe) and Region 4 (Australasia) set has come with a code to unlock a webpage. All four sets' codes are required to complete the order, which closes at the end of this month and starts shipping in December. The Aussie page is actually off the German "Star Trek Paramount Home Video" page.
I ordered mine in the name of "Therin of Andor", of course.

Am I right in understanding that they made a Enterprise-D plaque for the 'past' scenes of All Good Things, that had actual fictional Admirals mentioned in the series instead of the TNG production personnel seen on the regular plaque? I'm sure I remembered reading that somewhere...

A surprise registered parcel from Germany! I'd totally forgotten about it, since I placed the order in about October last year, after collecting four coupons from the "Star Trek: Enterprise" boxed set Blu-Rays, then I sent a reminder email in March (as mentioned above), to which there was never a reply. This free, personalised, acrylic dedication plaque offer was available only outside USA. Note that mine is personalised to Commander Therin of Andor.
