Young Adult Book - Can't remember the title

When I was a young teen I had a Star Trek novel that was about Picard in his first year in the academy. The only line from the book that I can remember is that there was another cadet who was English who loved to chide Picard that "My ancestors defeated your ancestors at Waterloo". Literally for years I'm trying to figure out the name of that book and to get my hands on a copy again. Anyone familiar with the book and maybe the title?
