That must be why she looks and acts extremely spaced-out in her final appearances on TNG. Anyhow, she would have been challenged o'plenty as Kira. I guess she thought DS9 would be another show with no character development like TNG was, which I suppose is a reasonable expectation at the time she made it given that she didn't know what they were going to do with DS9. Nonetheless, since hindsight is 20/20, the Kira role certainly would have been the most-developed and challenging character that she ever had the chance to play in her career.
Ro wouldn't have worked as well as Kira. Kira was a Bajoran through and through, with no allegiance to Starfleet and a history with the resistence. She was the perfect counterpart to Sisko. The two characters embodied the larger conflict of the series, indeed defined the conflict of the series.

I'd only like to see her as a guest star. Certainly not if that meant that the character of Kira Nerys wouldn't have been created. I like Ro Laren, but I love Kira more and, much as I like Michelle Forbes as an actress, I am grateful to her for rejecting the DS9 role for that reason.
Besides, Michelle was cool on Homicide:LOTS, and she wouldn't have been on it if she was on DS9.

Indeed.I really like what's been done with her in the DS9 Relaunch.
The thing is that she would've been playing Kira she'd be playing Ro and Ro had a different backround than Kira, ther's no telling what they would've done with Ro as apposed to Kira.

For those who don't know, the post-finale DS9 novels bring Ro onto the station as Odo's replacement in the role of Chief of Station Security. She is given a rank in the Bajoran Militia.
She and Kira alternate between distinct friction - caused by Ro's secular philosophy versus Kira's powerful faith, as well as by Ro's own don't-belong-anywhere issues - and bonding as two outsiders from the Bajoran political mainstream.
When Bajor joins the Federation, Ro rejoins Starfleet (for the third time), although it is not without resitance from certain figures in the service.
