would this make a good thriller/spy movie?

Office of Secure Transportation is the specialized 600-person unit that securely transports nuclear weapons and their parts from place to place around the country. Would it make a good thriller movie if this unit had a rogue group who committed treason and a conspiracy to hide a weapon? Or what about transporting spent nuclear fuel from a nuclear power plant which could be used for nefarious purposes such as a 'dirty bomb'? [currently the Office of Secure Transportation does not transport spent nuclear fuel though] but certain types of hazmat trucks do.

an NBC television movie with Rob Lowe called
Atomic Train (TV 1999)

A waste disposal company has a Russian nuclear bomb to transport, and an employee decides to save money by concealing it on a freight train. The train, also loaded with hazardous and flammable chemicals, suffers a brake failure and becomes a runaway heading for Denver. A wreck would be bad enough, but much, much worse if the bomb goes off.
