Would Janeway have used a cloaking device?

Actually it wasn't fully a cloaking device, it was referred to as Stealth Technology.

I have always viewed it as being along the lines of the technology used by the Kazon. The Kazon used Masking Circuitry that minimized their sensor profile to the absolute minimum levels. The ship is still visible (and Janeway's shuttle was still visible while near the Unicomplex) but sensors can't lock in.
 
i could be wrong, but wasn't the treaty stipulated to known space? Besides, if it got them home, who would've cared if they used a cloaking device? Couldn't they have gotten one from the Klingons, or the tecnology from one in one of those plantes where the modified Borg were?
 
they could just say that since it takes such a great deal of power to cloak Voyager, that it's only used in extreme situations, kinda like saucer separation for the Enterprise-D. That would keep the stories interesting, while providing the "cool" cloaking effect for added story goodies in some episodes.

Developing cloaking tech would have been nice in Year of Hell. (in universe of course) I'm sure Seven has schematics in her head somewhere, or somehow they could have built one with her expertise and the ingenuity of the crew.
 
Do you people know what a genie in a bottle is? It's a secret. As long as no one knows that cloaking technology is possible, then no one is going to invest in the creation of technology to create cloaks or bust cloaks, because that is exactly what the Romulans would be pissed off about... When they move into this section of the galaxy that their singular advantage is already be spoiled by Voyager pissing off a hundred cultures who learned how to track Voyager and any-other cloaked vessel.

It's a given that you cannot fire or raise conventional shields while cloaked. Power considerations are silly. If you can't be sure you're invisible, but you're certain you're not shielded you're living the life of a sweaty crazy gambler.

Janeway tried the whole Cloaked thing in Swarm. She had to kill tens of thousands of aliens to get out of that one because her ability to stay invisible was crap when dealing with a species who had no interest in diplomatic relations with humans or anyone else for that matter who violated their boarders.
 
In Swarm ... the ship modified it's shields so they don't interact with the sensor network on the border, it failed due to the fact that they encountered an alien ship which had 1 of the swarm ships still on it that lit Voyager up for the rest of the swarm to see ... they were still visible to the naked eye.

Btw ... with 7's help, the crew would be able to create a cloak that surpasses the ones of Romulans and Klingons.
After all, the assimilated cloak would probably be enhanced with Borg technology to compensate for the weakness of any kind ... or at the very least reduce it to a bare minimum.

In Endgame though the Stealth Technology was most likely superior to the cloaks used by Romulans and Klingons.
Why ?
Well, SF got the phase cloak working on one occasion (even if it was forbidden), plus with all the technology Voyager brought back, they are bound to create a much more superior cloaking technology and not use a weak version of it (in case of course the Feds disbanded the agreement they had with the Romulans on cloaks).
