I've heard that before. I probably should clarify as to what I mean by Russian/Chinese.
Russian; in that they're clearly a stand-in for the Soviet Union. Some aspects of their culture dicussed, such as their survelliance systems, methods of torture, et al, seem inspired by the totalitarian Soviet Union as well.
Chinese; the Fu Manchu moustache, darker skin, pretty much.
The Romulans were inspired quite obviously by the Romans in culture; in warfare from WWII submarines, but were also used to serve a Soviet analogy (in their second episode, "The Enterprise Incident"). If memory serves, the reason the Klingons and not the Romulans became the more common bad guy is simply because the makeup was cheaper.
Saying that one group were meant to be the Russians and the others the Chinese always sounded like a pretty good
ex post facto rationalisation of that. Aside from 'Shinzon'; there aren't any other Chinese parallels with the Romulans I know of.
