Actors of Shatner's standing won't agree to anything until they see a script and a pitch... and a dollar figure. Don't put the cart before the horse.
I've always liked the probably apocryphal but still amusing story about how important it was for Paramount to get Shatner on board with Generations. So the story goes, after Nimoy refused to appear, Shatner was hesitant about doing the movie. He hadn't said no, but he also wasn't particularly enthusiastic about it either. Paramount all possible pressure on Berman to "do whatever it takes" to get Shatner to agree to be in the movie. Berman, naturally began offering exorbitant amounts of money, which Shatner rejected, leading to an offer of even more money which Shatner continued to decline. Finally Berman just flat out asked Shatner "what do you want? What will it take to make you say yes to this movie right now?" Shatner answered "I'll do the movie if I can ride a horse in it." Berman went to Paramount and told them this, to which they responded "then tell the writers to write a scene where he's riding a damn horse!"
Well this post has taken on a new meaning.

It's probably smart to yes but again see Picard season 3 and Kelvin 4. One got lucky, one was an embarrassment.
My greatest frustration with wanting Shatner back is the lack of respect for the work the man has done by insisting he needs to keep working. He hasn't done enough?

I thought they had agreed it was other matters such as scripts and the studio desire, or lack of, which means its not been made.

He's the one who likes to keep working. He probably feels he'll die if he stops and well he's made it to 94 doing this.
No one is forcing him to do anything. He works when he wants to.
