Yes, it is.

 

Currently canon, as far as I know. TAS is 2269-70. DSC is somewhere in late-2257. Judging by the age lines on Thelin's face in TAS, he's probably in Starfleet by now and has been around.

 

Who cares? I sure as hell don't.

 

You know that website "Can You Run It?" CBS needs to do something similar with canon.

The USS Discovery was mentioned in TOS. Can't get any more canonical than that.
